[Esip-datareadiness] AI-ready data session proposal for ESIP July Meeting

Thanks, Jeff, for the feedback! You are absolutely right that we should not
reinvent the wheel and need to leverage existing frameworks and metadata.
Intake ESM catalogs is a great example to consider! I will add a
description to emphasize this point.
