We'll use the first Discovery Change Proposal, "DCP-1", as an exercise of
the governance process. Hopefully, it will provide for upcoming change
proposals as well (e.g. data casting rss spec, kml, georss-simple, mashups,
etc).

We'll also be discussing this at our telecon coming up...
