[Esip-discovery] DCP-1 ratified. more DCP specs needed for greater ESIP Discovery interoperbility.

My vote would be to address one DCP at a time to limit how long meetings
run, allowing for us to focus on one issue at a time.  With regards to
which items we address next, can someone provide a 3-4 sentence
blurb/abstract on each item to define better what the context of each item
is?
