[Esip-discovery] proposed change to DCP template

Folks,

I think it would be more efficient to have the kind of discussion Brian has spurred on DCP-2 during the comment/review stage of the process instead of the final voting process. Therefore, I'd like to modify the DCP template with an "Abstract" section at the top that would summarize the proposal.  I would also propose modifying the process so that the submitter sends the announcement out on new DCP's *with the abstract included in the message*.  This way, interested parties will be notified more directly that there is a DCP they need to weigh in on.

Any objection?
