[Esip-discovery] Concerning use of 'rel' attributes, in service casting and more generally

We can make it an agenda topic at the next Discovery Cluster telecon, Tuesday, Aug. 9.  Don't want to take the whole hour though, because we also want to discuss Ruth's proposal for a white paper targeted at Earth Cube.
