[Esip-discovery] Notes from Discovery Cluster Meeting this Tuesday, Sept. 13

I looked up CSW 3.0/Part IV, and it is documented in the spec OGC 10-032, which is the one I have a copy of here.  I'll go through and begin drafting a DCP-4, which will attempt to come back into standard, but with some variation on the whole optional=should definition. When I have enough, we can have an online discussion to surface questions, etc., and then maybe have Pedro Goncalves attend one of our telecons to help resolve them.
