[Esip-discovery] [Esip-earthcollaboratory] added a section for people to "sign" the white paper

Hi all,

I did some fairly serious rearranging, editing, and condensing to the White Paper. On Chris's advice, I created a new document that links back to the original. Please check it out at http://wiki.esipfed.org/index.php/Discovery_White_Paper_Short

I think it is more cohesive and pithy now, but make sure I didn't misrepresent what anyone wrote. Please edit freely. There are still a couple gaps too. Alternatively, we can go back to the original.

Finally, I changed things to Earth *System* Science Collaboratory, because I thought that is what we agreed at the Summer Meeting. Let me know if I'm overreaching.

Good work folks, I think we can make NSF begin to see things a little differently.
