[Esip-discovery] Request to change our Open Search Best Practices

I’m ambivalent on the pros v. cons (I agree with all of them), so I would vote in favor of the change, just to be more compatible with OGC.

Pros

  *   startIndex is part of the base Open Search specification, startPage is not
  *   Introducing startPage to the base Open Search specification introduces the possibility of error cases when clients mix the two

Cons

  *   startIndex is less intuitive (imho) than startPage for page navigation
  *   we have a number of implementations and best practices reliant on startPage (I don't want to add a custom non-spec parameter as that will decrease interoperability with OGC-compliant implemtations)

Please respond with your thoughts on this change by COB 01/20/15
