[Esip-discovery] Request to change our Open Search Best Practices

I have had two responses to this issue. Both are 'ambivalent but OK with
change to startIndex'.
In light of that I am going to look at removing the startPage
recommendation from the ESIP/CWIC Best Practices. Our Best Practice will
promote using startIndex to traverse a result set.
