[Esip-documentation] Change of the ACDD chair

As I've mentioned on a couple of occasions, I believe ACDD needs a new chair to help finalize the current version of the convention (1.3) and lead us in to the v2.0 discussion. John Graybeal and Anna Milan have agreed to co chair ACDD going forward. I think they will be able to devote the time and energy that I could not and I hope you'll join me in welcoming them in to this new role and thanking them for stepping up. Modifications to the wiki to reflect the new changes are forthcoming. Also, I expect the next step will be a call for a vote on the current version of the convention.
