John,
So you are specifically speaking to the question of the vertical datum,
not the horizontal?
I expect that you are right about the limited number of coordinate
systems that will be used. I also think that opening these attributes up
to include projected and Cartesian coordinates will cause headaches. I
also wonder a bit if vertical bounds are really all that helpful, but
I'm sure others disagree.
If we include language specifying the default (without EPSG code
attributes) as WGS84 on the ellipsoid or some such (perhaps noting that
the horizontal errors induced by using this vs a spherical Earth are
small) then I guess I'm OK with it all.
