[Esip-documentation] date_created, date_modified, date_product_modified, date_values_modified

I do not agree with the current 1.3 definitions for date_created and
date_modified.
They substantially change the definitions from 1.0 and 1.1.

date_created - The change says that if the data is changed then this is
a new dataset so this effectively becomes the date modified. That is
misleading. Yes, if the data values are really extensively changed
(e.g., when satellite data is reprocessed so every value is changed a
little) then yes there is a new dataset and it will have a different
date_created. But if only some of the data is modified, then
date_created for this dataset is unchanged and the date that any data
was last modified can be noted in date_modified.

date_modified in 1.0 and 1.1 specified that it only applies to data. In
1.3 the definition changes to "data values and metadata". No. You can't
significantly change the definition. If you want an attribute to deal
with metadata, then make date_metadata_modified (the date the metadata
was last modified).

date_product_modified is not needed if you have date_modified (for the
data) and date_metadata_modified (for the metadata).

date_values_modified is already defined by date_modified! Don't make a
new term when you have the same definition for an existing term already
in the standard.

---
Please:
* Leave date_created to be the data was created, as it was in 1.0 and 1.1.
* Leave date_modified to be the date when the data was last modified, as
it was in 1.0 and 1.1.
* Add date_metadata_modified - the date the metadata was last modified.
* Remove the proposed date_product_modified.  date_modified and
date_metadata_modified serve that purpose.
* Remove the proposed date_values_modified. date_modified serves that
purpose.
