[Esip-documentation] geospatial_lon_min, geospatial_lon_max for RAMSSA dataset

The description of those terms in the ACDD 1.3 specification is clear:

It says that the geospatial_lon_min and max values should be in the range
-180 to 180.
In your case, e.g., min=60 to max=-170.
The fact that max < min tells the client that the data spans the
international date line.
