As regular members of the World Data Systems, you have probably received the following message from Rorie Edmunds. It calls for review of two documents by 2/15/16. I have gone through them and here are my comments. (I have not posted them on the Google docs, but thought it might be good to coordinate among ourselves a little at first.)

 

1.      Catalogue of Common Requirements <https://docs.google.com/document/d/1-wq4qw6PZ3s44oCfK86Uc7rl8Cw_gXsatH-ifYfAJM0/edit?usp=sharing>  - This is now a combination of what was in the WDS certification process (that ESDIS and DAACs went through to become members) and the criteria that the Data Seal of Approval (DSA) organization (http://datasealofapproval.org/en/) has. I believe these will replace the WDS requirements once they are discussed among WDS members and adopted - expectation is that they will be adopted during the WDS forum in Denver on September 11. (recall that the WDS "certification" we have is subject to review every 3 to 5 years, and when we are up for recertification, we will likely need to comply with these new requirements). A quick analysis of these requirements indicates that we will do fine, but it will be some additional work to show that we meet these requirements.

2.      Common Procedures for Basic Certification <https://drive.google.com/open?id=1VArxhIAxs2wiiNfCPPF7509br2HOcWyrhG9PLhSNMH8>  - While the WDS certification is to be reviewed "every 3-5 years", the new process calls for renewal of certification every three years, "with the process ideally completed in a maximum of further two years." 

 

I am wondering if  renewal every three years is too frequent and we should recommend that it be kept at every 5 years.

A reminder that the 2016 WDS Members' Forum will take place on 11 September in Denver, Colorado (prior to SciDataCon 2016 <http://www.scidatacon.org/2016/> ) and it is anticipated that your organization is represented at this biennial business meeting. If you are yet to do so, please pre-register for the Forum here <http://goo.gl/forms/55v9ZbYfrL> .

 

The WDS Scientific Committee (WDS-SC) would like to introduce two important topics that will be on the Forum agenda. Details are below, but the following are more immediate actions that we hope for your assistance with

1.	Commenting on the DSA-WDS Catalogue of Common Requirements <https://docs.google.com/document/d/1-wq4qw6PZ3s44oCfK86Uc7rl8Cw_gXsatH-ifYfAJM0/edit?usp=sharing>  and Common Procedures for Basic Certification <https://drive.google.com/open?id=1VArxhIAxs2wiiNfCPPF7509br2HOcWyrhG9PLhSNMH8>  (deadline: 15 February)
2.	Indicate <http://goo.gl/forms/CKXYX5czs1>  if you are willing to volunteer to conduct reviews of WDS Member applications.

1. Adoption of a Common Certification Procedure with the Data Seal of Approval

ICSU-WDS has been working for the past two years in a Working Group (WG) on Certification <https://www.icsu-wds.org/community/working-groups/certification>  with the Data Seal of Approval <http://datasealofapproval.org/en/>  (DSA) under the umbrella of the Research Data Alliance <https://rd-alliance.org/>  (RDA). The objective of this Partnership WG is to reconcile the two organizations' certification mechanisms for trusted digital repositories.

The WG has produced the following two deliverables currently under RDA Community Review <https://rd-alliance.org/group/repository-audit-and-certification-dsa%E2%80%93wds-partnership-wg/outcomes/dsa-wds-partership>  and that represent the initial stages in forming a framework for basic certification. The WDS-SC would like to offer all WDS Regular and Network Members the chance to also comment on them before they become official RDA Recommendations. Please add your thoughts directly to the Google Docs using the 'suggestion' and 'comment' functions by 15 February 2016 (login not required).

*	Catalogue of Common Requirements <https://docs.google.com/document/d/1-wq4qw6PZ3s44oCfK86Uc7rl8Cw_gXsatH-ifYfAJM0/edit?usp=sharing> : ultimately expected to replace the current certification catalogues of DSA and ICSU-WDS.
*	Common Procedures for Basic Certification <https://drive.google.com/open?id=1VArxhIAxs2wiiNfCPPF7509br2HOcWyrhG9PLhSNMH8> : outline the joint certification process agreed to certify new candidates and the existing DSA and WDS communities.

Note: The WG seeks feedback on the two documents-Is the language understandable/appropriate? Do they contain the correct elements? Are they suitable for the needs of the organizations and their communities? The wider issues of adoption and putting the necessary structure in place will be explored further with WDS Members over the coming months leading up to the Members' Forum.

 

2. Conducting membership application reviews

With the number of WDS Members steadily increasing and Member Organizations now reaching periodic reassessment of their certifications, it is unsustainable for the WDC-SC to continue conducting the vast majority of membership application reviews. The WDS-SC is thus keen for Regular and Network Members to become more involved in ICSU-WDS and take greater ownership of the review process.

Experts from WDS Members have previously been invited by the WDS-SC to conduct reviews with great success. Member Representatives have not only helped ICSU-WDS to maintain its standards but have also learned about their own organizations through examination of peers' applications.

At the Members' Forum, the WDC-SC will propose the need for a community approach where everybody contributes to the review process; the potential outcome to amend the WDS Bylaws such that each Member Organization makes a minimum commitment to the community effort. As a first step, the WDS-SC kindly requests volunteers for a pool of reviewers that can be called upon when needed to assess new/periodic applications.
