[Esip-preserve] draft ESIP Data Policy

The GEO draft data sharing implementation plan for GEOSS contains the following
three points [see http://earthobservations.org/geoss_dsp.shtml and look at the
bottom for the link to the GEOSS implementation guidelines]:

There will be full and open exchange of data, metadata, and products 
shared within
GEOSS, recognizing relevant international instruments and national policies and
legislation;

All shared data, metadata, and products will be made available with 
minimum time
delay and at minimum cost;

All shared data, metadata, and products being free of charge or no 
more than cost of
reproduction will be encouraged for research and education.

These points might be adapted to our language, as in

>Whereas, data stewardship and dissemination are central to the ESIP
>Federation's vision to be a leader in promoting the collection,
>stewardship, and use of Earth science data, we adopt the following
>data policy:

The ESIP Federation supports a general intent to provide full and 
open exchange of data,
metadata, and products for Earth science use, recognizing relevant 
international instruments,
national policies, and legislation.  Shared data, metadata, and 
products should be made
available with minimum time delay and at minimum cost.  For research 
and education,
the ESIP Federation encourages all shared data, metadata, and 
products to be free of
charge or available at no more than the cost of reproduction.
