[Esip-preserve] draft ESIP Data Policy

CODATA has a review of assorted data policies at http://www.codata.org/codata/data_access/policies.html

Of course, my favorite is the IPY data policy: http://classic.ipy.org/Subcommittees/final_ipy_data_policy.pdf

Despite my biases, I find it one of the more clearly stated policies  
and it addresses more than open access. I believe it has proven to be  
one of the more effective policies as well.

The GEO policy is probably more rigorous or something, but I find it  
rather ponderous and toothless.

A review of US Agency policies might also be merited. I attach a paper  
I wrote for a class a few years ago. It's a bit sophomoric, but it  
covers the general issues fairly well. It also has a bunch of useful  
references.
