I don't know any more than you do, Anne. I suspect many of these details still needed to be worked. You may be interested in a similar, existing journal--Earth System Science Data. They have addressed many of these issues. Check out the comments Dave Carlson, Editor of ESSD, made on my blog about the data publication metaphor at http://mp-datamatters.blogspot.com/.
