[Esip-preserve] Data Stewardship Committee budget

Matt,

I'm all for using the same budget. I have nothing to add, but I wanted to
ensure that the cluster used the funds as listed from the past as intended
and/or to the fullest extent? Do those need revamping at all?

The newly formed NCEI merges the National Climatic Data Center (NCDC), the
National Geophysical Data Center (NGDC), and the National Oceanographic
Data Center (NODC).
