[Esip-preserve] Categorizing data risk factors

Thanks Natalie. I hadn't thought about using the AGU data help desk in this
context, but it's an interesting idea. We propobably won't be very far
along at that point, but we can maybe discuss this when we have a first
call.

I'll probably send out a note about that early next week.
