Hi Thomas,

The one thing I could suggest would be to replace the locator string with a type and value.  That way any system using the data could figure out how to resolve the locator based on whether the type was DOI, ARK, or whatever...  This is along the lines of what you were suggesting; but limited to just the most important item in my book ;)
