[esip-semantictech] Issue when attempting to re-publish Ontology in ESIP Testbed Ontology Portal

Re COR's SPARQL endpoint and GUI URLs, I just pushed a couple of
adjustments that should help reduce confusion. Again,
http://cor.esipfed.org/ont/sparql is the SPARQL GUI, while
http://cor.esipfed.org/sparql (do not click this one) is the endpoint
itself (that is, for programmatic access). I also added a link to the
SPARQL GUI in the main COR header.
