     Just over a year ago, the Environmental Protection Agency's Office
of 
Research and Development (ORD) established National Program Director
(NPD) 
positions to achieve optimal coordination and integration of ORD
research 
while ensuring that the most relevant, highest quality research serves
our 
constituents.  ORD is currently seeking highly qualified scientific
leaders to 
lead one of three cross-cutting research programs -- in Drinking Water,
Human 
Health, and Ecological Protection.  Additionally, ORD's Office of the
Science 
Advisor (OSA) is seeking candidates for a Scientific/Technical (ST) 
Professional position as Human Subjects Research Review Official.

     Each of the ORD NPDs have high-level responsibilities and technical

influence over the direction of broad research areas as delineated in
ORD 
Multi-Year Plans (MYPs; www.epa.gov/osp/myp.htm).  NPDs will also be
able to 
advance the science in their area of expertise by personally directing
or 
collaborating on research in support of the program.  The NPD for
Drinking 
Water research will be based in Washington, D.C., and the NPDs for Human

Health and Ecological Protection will be based in Research Triangle
Park, 
North Carolina. These positions are term appointments and are not to
exceed a 
four year period. Applications must be received by November 18, 2005.

     Highly qualified scientific leaders currently engaged in matters
related
to human research ethics and subject safety are sought to provide
high-level 
scientific leadership and coordination as ORD's Human Subjects Research
Review 
Official.  Wherever pertinent, this Official will represent ORD within
EPA as 
well as with outside organizations and offices.  The incumbent will give

advice and recommendations which may serve as a basis for policy
decisions in 
areas related to human subjects research.  The incumbent will also be 
responsible for the Human Subjects Research Review Protocol, serve as
the key 
liaison for EPA in interactions with Institutional Review Boards;
develop, 
evaluate and oversee training and staff education related to the ethical
and 
safe conduct of human studies; and provide guidance to human research 
investigators in preparing protocols, consent forms, and questionnaires,

etc...  Physicians with clinical study or epidemiological experience are

encouraged to apply.  This position will be based in Washington, D.C.

rate of basic pay for a Scientific/Technical (ST) position equals 120
percent 
(i.e., minimum $124,736 per annum) of a GS-15 step 1 rate of basic pay.
