[ESIP-all] Proposed Bylaw Changes

At the ESIP Federation Meeting, there are two opportunities to provide comments on proposed changes to the Federation Bylaws (Thurs 10:30am, repeated at 8:30am Fri). The proposed changes include:

-Reduce quorum requirements from 2/3 to 1/2 majority
-Remove dormant Committees
-Change Type 3 definition
-Define replacement criteria for binding resolutions
-Replace Active/Inactive member status with Full/Associate member status
-Add new Data Science/Life-Cycle Committee
-Removal of content no longer relevant

Comments and questions also can be submitted via email (send to me by the end of July). The proposed changes (with any modifications based upon feedback received) will be voted on at a later date.
