[ESIP-all] Fwd: Request for Information on Development of a National Plan for Civil Earth Observations

Note that the Plan to be developed builds on the National Strategy for 
Civil Earth Observations released in April 2013:

The Strategy is mentioned in the Federal Register notice for the Plan, 
but not until about the 3rd screen of text.

The Strategy includes a chapter on Data Management (Chapter 3, pp. 
20-27), on which I collaborated. A draft of this chapter was expanded 
and revised into the NOAA Environmental Data Management Framework 
(https://www.nosc.noaa.gov/EDMC/framework.php).
