Actually, we should really be asking if it is sufficient that there be assurance of "permanence" of an organization's holding of a dataset used in a publication, and a pointer can be provided to it. This can be in a federal data center or elsewhere.

    You may want to ask if they would permit a federal agency hosting the data for a paper written by a federal employee. The the data could be made part of a data center or an institutional repository and be retained on a permanent basis. Just a suggestion.
