[Esip-preserve] AGU new publications data policy now posted

AGU has posted their newly updated Publications Data Policy. Some of you 
might have seen a presentation about this at the AGU meeting last month. 
This is the first update to this policy since 1996.

The policy does put emphasis on the importance of archiving and making 
available data related to papers, but doesn't specifically mention data 
citation at all.
