[Esip-semantictech] next week: SWEET working session and Winter meeting proposals due

Just a quick note. There is a SWEET working session scheduled for Nov 8th from 4-6PM EST. There are a few relatively straightforward issues I am hoping to tackle, as well as investigating the recurrence of a 403 error<https://github.com/ESIPFed/sweet/issues/150>.

ESIP winter meeting session proposals are also due on November 8th.
